A claim outlives the article that carried it. One claim can be made by several people and referenced by dozens of documents, so claims are stored as first-class objects with their own evidence.

Prediction lifecycle
A prediction moves through open → partially testable → confirmed / mixed / contradicted / unresolved. Resolution is a deliberate human act recorded with a note, never an automatic verdict, because deciding that a prediction came true is exactly the judgement a machine should not make silently.
